JUNE 2018

Market Comments

Just as last month, the fertilizer market remained calm. Crop set-ups have begun in all production areas, with priority given to isolated areas where access is difficult with the rains. Negotiations continued between suppliers and retailers for potential partnership contracts while representatives of large suppliers were waiting for replenishment of their fertilizer stocks.

The fertilizer market is not expected to improve significantly until the beginning of the distribution of subsidized fertilizer which is a major condition of the campaign. It is indicated that prices of subsidized fertilizers are 11 000 FCFA / bag of 50 kg.

Heavy rains has been recorded in the main production areas and agricultural activities have begun. Farmers will have to purchase fertilizers with their own money in addition to the subsidized ones. In addition, the electronic distribution (telephone) experienced will be applied this campaign in four circles including two circles of the region of Sikasso (Koutiala, Yanfolila) and two of the region of Ségou (Bla, Niono).

MAY 2018

Market Comments

Fertilizer market remained calm and almost similar to last month. The implementation of the next campaign has not yet started but communication is made between suppliers, retailers and producer organizations. Area censuses for subsidies continue in all regions. The big suppliers and industries prepare the campaign with the estimates of forecasts but also to extend and consolidate their activities in the different zones of production.

APRIL 2018

Market Comments

The fertilizer market has remained calm because agricultural activities are closed. The implementation of the next campaign has not started yet as the first rains are recorded in many areas. Nevertheless, the censuses of areas for subsidies are still ongoing but it is necessary to wait until the Farmers Day (end of June) to know officially if the subsidies will take place this campaign.
On one hand, agro dealers have begun to prepare the next campaign, continuing the negotiations with the peasant organizations and on the other hand with potential suppliers to conclude commercial partnerships.

MARCH 2018

Market Comments

the fertilizer market remained calm and almost identical to the previous month. Sales were limited to market gardeners. Some traders have estimated that the sale of market gardening products is profitable for the market and themselves, because they invest directly in fertilizer the money received from market gardening to prepare the main crop production campaign.
Fertilizer planting for the cotton growing season continued in various production areas. Retailers have already started negotiations with major suppliers for partnership contracts for the upcoming campaign. Meanwhile, the validation and documentation activities for the reimbursement of the fertilizer subsidy of the previous season continue. In addition, the next campaign is prepared by the technical services of the State and also all agricultural stakeholders. The first activities are based on forecasts in terms of area and inputs.

FEBRUARY 2018

Market Comments

The fertilizer market remained calm. Sales were modest, but some traders managed to sell some bags to gardeners. Traders have not yet received subsidy money, but quantity needs (quantity controls) are being made between providers and government extension agents. After this phase, payments will start but that will not be done before the start of the next planting season (around May, June). However, mapping of provisional planting areas for the new season is on-going in all production zones. At the same time, provision of fertilizer to Compagnie Malienne pour le Developpement des Textiles (CMDT) for the current cotton season is on-going concurrently with the transportation cotton wool to the ginning processing unit.

JANUARY 2018

Market Comments

The fertilizer market remained stable and almost identical last month. The exchanges were modest but the overall availability was good. Sales of NPK compound fertilizers and Urea are attributable to market gardening whose level of activity depends on the area and the crop. However, the level of financing of producers remains a brake for large purchases. Fertilizer exchanges should keep pace with market gardening and the off-season rice season. On the other hand, the low level of river flooding could be an obstacle to rice production by reducing the area planted and therefore the quantities of fertilizer used.

DECEMBER 2017

Market Comments

The fertilizer market has seen a slight increase in trade compared to the previous month. However, sales remained modest despite the availability of fertilizers.

Preliminary fertilizer purchases have begun for the market gardening season, whilst harvesting for main crops reaches its climax.

Furthermore, producers have retained some of their fertilizer obtained during the subsidy for market gardening. These stocks include that of farmers who took advantage of the subsidy program to procure their total stock (main production season, off-season and / or market gardening); and fertilizers purchased during the main season that could not be used due to unpredictable rainfall this year.

Fertilizer prices remain relatively stable, but vary according to the region and the method of acquisition (commercial link and main supplier policy, accessibility of the region, etc.).

NOVEMBER 2017

Market Comments

The fertilizer market has been less active as the main crop production season is almost over. Subsidies are complete but fertilizer prices have remained stable while trade has been almost non-existent.

Market gardening and off – season rice production could encourage a resumption of fertilizer use in the coming months. In the rice-growing areas (Office du Niger and OPIB), agro-dealers have increasingly positioned themselves for market gardening and the off-season rice. In the meantime, the various actors in the fertilizer supply chain are preparing documents for reimbursement on subsidized fertilizer from the State. However, some claim they have not yet received all or part of the last year’s grant repayments (season 2016-17).

The fertilizer market is expected to remain timid in the coming week as the cropping season has ended.

OCTOBER 2017

Market Comments

The fertilizer market in Mali has declined slightly in terms of trade intensity compared to last month. Overall, prices remained stable in local markets. Fertilizer demand has been met, apart from a few lagging farmers who remain active on the market.

On the other hand, consultations are ongoing between traders, the Ministry of Agriculture and the Ministry of Trade over government’s decision to reduce the number of subsidized fertilizer suppliers. Traders have expressed fears of job losses and collapse of business as some traders solely deal in subsidized fertilizers.

Given that the cropping year is ending coupled with scarce rains, the market is projected to remain less active in the coming weeks.

SEPTEMBER 2017

Market Comments

The fertilizer market remained almost the same, with an increase in the sale of urea and NPK compared to last month. The rainfall was better and resulted in a better sale of fertilizer compared to past months.

Fertilizer prices remained stable, but due to government subsidy, there was a discrepancy in prices in parallel (black) markets.

Given the campaign’s progress and subsidies, fertilizer prices are not expected to change significantly before the end of subsidies. However, the use of fertilizers will be very heterogeneous in the coming weeks, as there is a real gap between productions depending on the area, type of crop and rainfall.
